Northern MPs Commend Development Forum
 
The Northern Caucus in Parliament has commended the Northern Development Forum(NDF) for organising Northerners and friends of the North in raising over 250 million cedis (GH25,000) for victims of the floods that hit the northern part of Ghana recently.
 
This commendation was made by the Chairman of the Caucus, Hon. Albert Salia when a delegation of the NDF led by its Chairman, Dr. Hakeem Wemah called on the MPs at Parliament House yesterday to brief them on the activities and future plans of the Forum.
 
Hon. Salia informed the Forum that apart from their individual donation of relief items to the victims they, the MPS from the North, are contributing five million cedis each from their Common Fund in support of the Forum’s Relief programme.
 
He expressed the appreciation of the MPs to the delegation of the Forum for the bold and courageous initiative taken in setting up a Northern Relief Fund.
 
The Second Deputy Speaker of Parliament, Hon. Yakubu Malik stressed that Northerners need to look beyond partisan and selfish interest and work together for the development of the three northern regions and the country as a whole.
 
 
 
Other MPs also lauded the efforts of the Forum and advised it not to rest on its oars and hoped that the Forum will live up to expectation. They also promised to collaborate with the Forum to finding lasting solutions to the development of the North.
 
 
 
Mr. Adam Sulley, a representative of the Upper West Region and Chairman of the Finance and Fund Raising Committee of the Forum told the MPs that the Forum has so far donated 700 bags of maize, soap and other relief items to the three Northern Regions.
 
 
 
Dr. Wemah in thanking the MPs for having received him and his delegation made it clear that the Forum is non political, religious, and tribal. He expressed the appreciation of the Forum to the MPs for their initial donation of 100 million cedis and looked forward to more fruitful collaboration between the MPs and the Forum.
 
 
 
The meeting was attended by more than 25 MPs from the North. Other members of the Forum present included Dr. Adam Hafiz and Mrs. Sussana Mahama representatives of the Northern and Upper East Regions, respectively. The rest were Mr. Bennet Mahama, Chairman of the Public Affairs Committee of the Forum and Benedict Assorow.
 
 
 
The delegation of the NDF had earlier on paid a courtesy call on the Vice President of Ghana, Alhaji Aliu Mahama. He was briefed on the on the activities Forum. He turn thanked the delegation wished them well in their endeavours.(see photo attached).

NDF, Chairman message to The Gurunies & Dagaaba

A message presented by the Chairman of the NORTHERN DEVELOPMENT FORUM(NDF) Dr. Hakeem Wemah to the GURUNIES AND DAGAABA during their FUN GAMES in Accra on Sunday, November 2, 2008.
 
Chairman of BONABOTO, The Chairman of the Dagaaba Association, Executive members of the two Ethnic groups, Invited Guests my dear sisters and brothers:
I wish on behalf of the Northern Development Forum(NDF) and in my own name, to congratulate you for the joint sports and cultural activities that have been promoted over the years by your esteemed associations in Accraand Tema.
Through these activities, I believe, personal differences are resolved and friendly relationships strengthened and comradeship built among the members of your two ethnic groups.
I have observed, with great delight, that through these games there has been an increase of inter-marriages which have further strengthened and maintained the already existing cordial relationship between the Gurunies and the Dagaaba. You must keep this up.
The value and importance of these cultural and social activities cannot be over-emphasised. They reduce hidden prejudices and help maintain the long existing solidarity between your two ethnic groups. May I therefore, suggest that you research into the history of your relation and pass it onto the younger generations .Indeed I would like to take this opportunity to call on historians,writers and playwriters of northern extraction to apply themselves and come up with credible histories of the various ethnic groups in northern Ghana.Our rich oral history and folklore can also provide ample material for fantastic plays and films to hit the electronic media.
On behalf of ,NDF I humbly call on the leaderships of the Kassenas, Gonjas and Sissalas as well as Moshies and Dagombas and indeed all other ethnic groups in the north who have this truly unique relationship to emulate the Gurunies and Dagaabas and initiate and or revive these games and other solidarity building activities which help to promote lasting peace and unity among our people.
My, Sisters and brothers, I do not need to tell you that ,developmentally , the three Northern Regions are in a very sorry state.It is therefore incumbent on all of us that we combine our efforts for our own development through peace and unity. We have to avoid acts that generate violence and disunity and rather unite to hasten the pace of integral development in our three regions- Unity in diversity.
I wish to commend BONABOTO and other ethnic groups and individuals who are putting their knowledge, skills and other resources at the disposal of our less fortunate brothers and sisters in order to improve their lot.
At this juncture ,kindly allow me to say a word about NDF. As you are all aware, the Northern Development Forum (NDF) was established on September 30 last year at the aftermath of the floods that devastated our part of the country. This heightened the need for us to advocate for the bridging of the development gap between the North and the South of Ghana.
I hasten to emphasis that the NDF is non-partisan, non religious and non-ethnic .It comprises of, and seeks to provide, a united advocacy platform for the people and friends of Northern Ghana.
NDF has the endorsement of the various leaderships of the North including, the Vice President of Ghana, His Excellency Alhaji Aliu Mahama; members of the Council of State and Members of Parliament from the three northern regions; and the traditional rulers through the various Regional Houses of Chiefs among others.
NDF is inviting and encouraging the various Associations, ethnic groups, youth groups, etc from the three northern regions not only to become active members but more importantly to support the work of the Forum. The main objective of the Forum is to play an advocacy role in order to change the sordid conditions under which the people of the three northern regions find themselves. We are of the conviction that no one can get people of Northern Ghana out of poverty without the commitment of the people themselves.
Time and again when the names of ethnic groups are mentioned inGhana, one of the terms used is northerners. It is an identity that conveys positive feelings and pride for those of us being so defined, but for some of those who do not hail from any of the three northern regions, it invariably attracts negative comments. The marginalization, and the deplorable conditions of people from the northern part of Ghanais the legacy of the past socio-political arrangement. Part of all this has also persisted due to our own omission or commission.
Dear Sisters and brothers, we need to unite as a people with a common objective. If we do not know where we are going we will never get there. In the same vein if we do not know what we want we will never get it. We have to find a lasting solution to the developmental challenges that confront our three regions. We have no choice in the matter.
The NDF meeting of September 30, 2007, most probably encouraged the Government to see the need to bridge the socio-economic and development gap between the north and the south. In the light of this the government in its 2008 Budget announced the establishment of a Northern Development Fund. A Bill on the establishment and operation of the Fund has therefore been presented to Parliament.
We have to do all within our means to lobby and sustain our advocacy efforts for parliament to pass the Northern Development Fund Bill before it goes on recess. The NDF will therefore like to take this opportunity to kindly appeal to all Parliamentarians to pass the Bill on the principle of equity and social justice without partisan considerations. What matters to us is the development of the three northern regions.
May the Almighty grant us all what it takes to achieve this goal. Once more, I congratulate you and best of wishes in your games and other endeavours and may the best team win.

The Northern Development Forum (NDF) has observed with great concern and sadness the recent conflicts, violence and destruction of lives and properties that have engulfed a number of towns in the three Northern Regions of Ghana.
 
While extending our deep sympathy and condolences to all the families, communities, chiefs and opinion leaders and the victims of these conflicts we urgently call for all hostilities and violence to end forthwith. All well-meaning people from the three regions must find the moral courage and the spirit of tolerance to confront and overcome any form of violence. Too many people have died in these and past conflicts. The present level of ethnic conflicts that is consuming these communities has led to revenge killings and deepened internecine violence that is unacceptable in a country where the respect for the rule of law is supreme.
 
The escalation of violence has now persisted with unprecedented levels of killings and burning of property with impunity. We wish to remind all those causing these conflicts to reflect on the consequences of their actions. These conflicts are making it difficult if not impossible to build the minimum trust and confidence required to bring about integral development in the northern part of Ghana. Therefore, first and foremost, the killings and the burning of houses must stop and stop now! Nowhere has violence solved any problem.
 
We commend the Regional Coordinating Councils in the three regions and the Security Agencies for making all the necessary efforts to restore calm and order. We urge the Security Agencies to maintain their vigilance in the coordination of security and to sustain professionalism in the conduct of their duties. All those involved in these unacceptable acts should be dealt with according to the laws of Ghana without fear or favour.
 
The apparent return of calm must provide an opportunity for active engagement through dialogue with all the ethnic groups in the affected areas to build peace within the framework and context of the laws of Ghana and the respect for fundamental human rights.
 
We are making a passionate appeal particularly to all people from these three regions that Ghanaian traditions and values respect the sanctity of life. More importantly, the two great religions that form the majority of our community of faith and belief in God- Christianity and Islam- underscore the sacred value of human life.
 
We would like to remind the people of the three regions that we have no choice but to reconcile and build a high capacity of tolerance in order to co-exist peacefully. Such co-existence is the only way to bring about human development, peace and prosperity. The journey towards true and lasting peace and development must begin now. NDF is more than willing to offer its contribution in this regard.
 
We wish to reiterate our commitment to the promotion of peace, reconciliation and development in the three Northern regions. We are however, not oblivious of the fact that the obstacles in this journey will only be overcome with the support of all our brothers and sisters from the three regions. In the final analysis it is a decision and a choice between selfishness and charity with love, between justice and dishonesty and between good and evil.
 
May Peace return to the affected areas in the North and all other areas of the country where peace is lacking.

Meeting of Northerners on the Flood in the Three Northern Regions

Meeting of Northerners on the Flood in the Three Northern Regions,
 
Sunday, September 30, 2007, at GBC Club House, Accra.
 
With all protocol observed, kindly permit me to address all of you as fellow Ghanaians and Northerners. You are most welcome to this gathering. We also warmly welcome friends and sympathisers who, though are not indigenes of the northern Ghana, are here to express their solidarity in our current situation.
 
We wish to make it known that this meeting has not been convened by any Association. It is a meeting for all Northerners and friends of the three Northern Regions of Ghana.
 
Why are we here? A Yuroba proverb has it that: A matter that concerns other people should not be kept to oneself. The three northern regions and some other parts outside these regions may be the immediate victims of the brunt of the floods, but the ramifications are definitely nationwide. Need I say more than this?
 
Following the heavy floods that have hit the three regions of the northern part of Ghana, and the havoc caused in their wake a group of like- minded people( name a few) reflected on the situation and saw the need for us to meet in order to come up with measures help the flood victims in the short-term and consider drawing a more comprehensive long-term plan and strategies for finding sustainable solutions to the distressed situation of our three regions.
 
Statistics from official sources indicate that 56 people have died, about 300,000 internally displaced people (IDP), 35,000 houses collapsed, and almost 60,000 farms have been destroyed. More than 500km of roads and a number of bridges have been affected. A large amount of agricultural produce and livestock has also been lost. The floods have affected drinking water supply and the health of the people in the three regions. These could be an understatement considering the vast amount of areas in the regions that are not readily accessible.
 
Famine will be very serious particularly in the dry season if no measures are taken immediately to mitigate it.
 
We were already in very poor state without the floods. The magnitude of the disaster coupled with the prevailing poverty levels are staring us in the face that we cannot play the ostrich. We have to stand up to the challenge. With commitment, dedication and a sense of purpose or direction we will be able to make meaningful contributions to the development of the North- Our motherland.
 
For the immediate we have to contribute financially and materially to support the relief programme in the affected areas, in collaboration with Non-Governmental Organisations, and Religious bodies in an effort to complement the work of the government of Ghana.
 
Another Yuroba proverb says that: Do not attempt to start what you cannot bring to a good end. Guided by this, please do not let us come up with plans that we will not be able to get implemented. In short, we should not make empty promises. This is not a touch and go matter.
 
It will therefore, be appreciated if we are objective and open with one another in our quest to finding concrete solutions to the plight of our brothers and sisters up north.
 
The following suggestions are presented as basis for discussion:
 
A) that we identify a number of areas that need urgent attention and set up committees on them.
 
B) That we make an appeal to the Government to establish Committees or Task Forces, on the Regional, District and local council levels, comprising NADMO, Religious Bodies, Political Parties, NGO’s and Representatives of the Traditional Rulers for a more coordinated and transparent distribution of Relief items.
 
C) That a comprehensive reconstruction programme such as was the Marshall plan to reconstruct Europe after the war be put in place for a comprehensive development of the three regions in the areas of Housing, Industry, Agriculture, Construction of dams for dry season farming, Education, Health, Roads and Transport.
 
A request has been submitted to the Government by a group of concerned citizens in Bolgatanga for the development of the North of this country. This request could be looked at again to help us in coming out with practical suggestions for the attention of the Government of Ghana, all citizens of the regions, our compatriots in the other regions and our Foreign Development Partners.
 
When the logic of sharing and solidarity prevails it is possible to alter and redirect our course towards equal development and the common good of everyone. In the final analysis it is a decision and a choice between selfishness and charity with love, between justice and dishonesty and between good and evil.
 
 
 
Meanwhile, we have to register our appreciation to the Government of Ghana, Development Partners, Diplomatic Missions, NGO’s, Religious Bodies, the Private Business Sector and individuals who in one way or the other have come to the aid of the victims of the floods.
 
We wish to express our solidarity and also sympathise with people of other parts ofGhanaand elsewhere inAfricawho have been affected by floods.
 
Thank you very much for your attendance and May God and Allah give us all that it takes in finding sustainable solutions to our plight.

It is with great pleasure that I welcome you to this afternoon’s event on behalf of the President of the Northern Development Forum (NDF), Dr. Hakeem Wemah, who due to one or two reasons is not able to be with us.
 
The Northern Development Forum was established by people and friends of northern Ghana. The Forum serves as a mouthpiece of the people of the three regions of northern Ghana. Subsequently, NDF has sought audience, counsel and endorsement by the various leaderships of the north including, the Vice President, Northern Ghanaian members of the Council of State, Honourable Members of Parliament from the three Northern regions, the respected traditional leadership through the various Regional Houses of Chiefs, among others.
 
At this juncture we wish to acknowledge the high interest shown to the NDF by The President of the Republic of Ghana through his Chief Advisor, Mrs. M. Chinery Hesse. And his interest in ensuring that the Northern Development Fund is set up. We equally appreciate the contribution that other parties wish to make towards the development of the North.
 
Indeed, it is for no other reason than the development of the north that we are here. Specifically to hear from the CPP, NDC, NPP., and PNC what plans or programmes they have for us. These may be short-term, mid-term and long-term.
 
The NDF therefore wishes to take advantage of this ceremony to appeal to all well wishers, international partner organizations, NGOs, MDAs that they should be confident to work with us if they do indeed want to achieve the desired results in their efforts towards helping the North in its development process.
 
Let me conclude by emphasizing that the NDF is non-partisan and non-religious. Our main objective is to see to the development of the people of the three northern regions in particular and Ghana as a whole.
 
With these few words I say, welcome and thanks for honouring our invitation.

Happy New Year, belated though!
 
First a word of introduction: Following the heavy floods that hit the three regions of the northern part of Ghana last year and the havoc caused in their wake a group of like- minded people reflected on the situation and saw the need to come up with measures to help the flood victims in the short-term and to draw up a more comprehensive long-term and sustainable development plan for the three northern regions.
 
In pursuance of this objective a Forum know as the Northern Development Forum (NDF) was formed. The executive officers of the Forum are Mr. Adam Sulley for the Upper West Region; Mrs. Susana Mahama for the Upper East Region and Dr. Hafez Adam Taher, Northern Region. It is under the Chairmanship of Dr. Hakeem Wemah.
 
There are ten members each from the Upper West and Upper East Regions and fifteen members from the Northern Region serving on the following committees: Fund Raising and Finance; Reconstruction; Public Affairs and Data Bank and Research.
 
With this brief introduction we will appreciate it, very much if you would kindly make it possible for four Executive members of the Forum to pay a courtesy call on you on January 15, 2008 before meeting members of the Northern Region House of Chiefs.
We will appreciate it, very much, if you could kindly provide us board and lodging from January 14-16, 2008.
 
We have already had such courtesy calls on the Vice- President of Ghana, His Excellency Alui Mahama; the Council of State members from the three northern regions and the Caucus of Northern Members of Parliament.

NDF Press Conference Nov. 22, 2007

PRESS CONFERENCE ORGANISED BY THE NORTHERN DEVELOPMENT FORUM (NDF) AT THE GHANA INTERNATIONAL PRESS CENTRE, ACCRA ON THURSDAY NOVEMBER 22, 2007.
 
Dear Ladies and Gentlemen of the Media, Invited Guests, Friends of the North and members of the NDF, Good Morning!
 
First, let me thank you for honouring the invitation to this Press Conference.
 
A group of concerned citizens and friend of Northern Ghana recently got together in order to come up with measures to help the flood victims following the heavy rains and floods that hit and devastated the three regions of northern Ghana. A general meeting of people and friends of the north was convened on September 30 this year. The turn-out was beyond our expectations. Apart from the spontaneity and the crowd that greeted the occasion, the generous out pouring of contributions by all present convinced the organizers that something concrete had to be done in respect of the North. We decided there and then to come up with measures not only to help the flood victims in the short-term but also to draw up comprehensive long-term plans and strategies for finding sustainable and lasting solutions to the distressed situation of our three regions.
 
Toward the above aspirations, the meeting unanimously endorsed the formation of an organization to be called and referred to as “The Northern Development Forum” (NDF): An organization, the likes of which was felt to have been long overdue. At this juncture, I must state emphatically that the NDF is a non-political and non-sectarian organization. (We represent the interests of the three Northern Regions!).
 
During this maiden meeting of the Forum a sum of One hundred fifty three million (C153 m) cedis was realised. Consequently, the Forum established a fund known as the Northern Relief Fund. Thus the Northern Development Forum did take a bold initiative to embark on the raising funds to support relief programmes in order to complement the efforts of government, NGOs, Corporate bodies, individuals and the like.
 
The Fund is currently being managed by (a three-person committee): one person from each of the three northern regions. They are Mr. Adam Sulley for the Upper West Region; Mrs. Susana Mahama for the Upper East Region and Dr. Hafez Adam Taher for the Northern Region. The fund is under the Chairmanship of Dr. Hakeem Wemah..
 
The Forum has other committees. We have chosen ten persons from each of the Upper West and Upper East Regions and fifteen persons from the Northern Region (obviously because of its size) to serve on the following committees:
 
a) Fund Raising and Finance
b) Reconstruction
c) Public Affairs & Publicity
d) Data Bank and Research
The Forum’s main concern was to contribute financially and materially to support the relief programme in the affected areas, in collaboration with non-governmental organisations, religious bodies, and development partners in an effort to complement the work of the Government of Ghana.
 
For the details of the income and expenditure accounts of the Fund, I would kindly ask Mr. Adam Sulley, Chairman of the Finance and Fundraising Committee, to handle that later. But before he does that I would like to make special mention of the following persons and/or groups: Togbe Afede, Alhaji Yussif Ibrahim, Mr. P.V Obeng, all MPs from the north, the Northern Education Trust Fund and the Northern Group at the African Development Bank in Tunisia for their generous contributions.
 
From a total amount of 168,471,000 million cedis that was eventually realised, we made some presentations in the three northern regions as follows:
 
Northern Region:
250 mini bags of maize and 18 cases of key soap was presented on Tuesday, October 16, 2007 in Tamale. They were received by the Regional Minister in the company of NADMO officials
 
Upper East Region:
250 mini bags of maize and 13 cases of key soap. These were presented on Wednesday, October 17, 2007 through the Deputy Regional Minister, Coordinating Director and a NADMO official.
 
Upper West Region:
100 maxi bags of maize and 14 cases of key soap were presented on Thursday, October 18, 2007. to the Regional Minister, his Deputy and an official of NADMO.
 
Ladies and gentlemen, I must confess that other individuals and organizations have made similar donations to the flood victims of the North. However, I want to single out that of this Forum and state that their reaction and donation was considered special, timely and commendable as it was from no other persons but from the sons and daughters of the three northern regions. In a very little way we have demonstrated to both the local and international donor community that we are very much involved in the welfare of our people.
 
Another issue that concerned the Forum was to assess the effects of the floods in the three regions. Therefore, information about the impact of the floods on housing, agriculture, health, education and general infrastructure including the effect on the road network is being compiled by the Data Bank and Research Committee (DBRC). This would assist the Forum in ongoing deliberations, presentations and proposals to government and other agencies that the Forum may contact for assistance. It must be noted that in gathering this information we would also rely on various government agencies, district authorities and other non-governmental agencies including those of the United Nations.
 
Ultimately, the Data Bank will contain information about all aspects of the Social, Political and Economic life of the three northern regions. The objective is to make available facts and figures about the northern part of Ghana, highlighting the social and economic potentials of the three regions, thereby helping to focus attention on the area for the purpose of soliciting development initiatives from interest groups including Government, Non-governmental Organizations, development partners and individuals.
 
We are not oblivious of the enormity of the task before us and we understand that for this exercise to be successful, a step by step approach must be adopted with the ultimate goal of establishing a comprehensive development plan for Northern Ghana.
 
Statistics from official sources indicate that 56 people died, about 300,000 were internally displaced, 35,000 houses collapsed, and almost 60,000 farms were destroyed. More than 500 kilometres of roads and a number of bridges have been affected. A large amount of agricultural produce and livestock were also lost. The floods have affected drinking water supply and the health of the people in the three regions. These could be an understatement considering the vast amount of areas in the regions that are not readily accessible.
 
This year, the rains were very erratic in the beginning of the farming season. Farmers who planted early lost most of their seeds. Those who managed to get seeds to re-plant following the second coming of the rains after a long spell of no rains were hit with floods which did destroy farm lands and food crops. It means that there will be shortage of food in the coming months, particularly in the dry season, as most farmers have harvested less than 20 per cent of what they planted this year. There will be severe famine particularly in the dry season if no meaningful measures are taken to mitigate the effects soon.
 
As life becomes more difficult as a result of the floods it is expected that many young boys and girls would join the exodus of migrants already crossing borders in search of new livelihoods. Many will move into overcrowded cities where there are hardly any jobs for them. The effect of all what I have described on the entire country is anybody’s guess.
 
Even without the floods the northern part of Ghana was already in very poor state. The magnitude of the disaster coupled with the prevailing poverty levels are staring us in the face. We cannot play the ostrich. We have to do whatever it is within our means as a country to stand up to the challenge with the hope that with commitment, patriotism, dedication and a sense of purpose and direction we will be able to make meaningful contributions to the development of the North and mother Ghana.
 
Finally, let me appreciate and commend the Government of Ghana for the support that has so far been given and especially the allocation of GHC 25 million cedis as seed money for the Northern Development Fund. We would like to believe however that this would be increased. As we are all aware, the seed money would not make the desired impact in the light of the magnitude of the disaster and the overall developmental needs of the three regions. We therefore urge the Government to initiate a more comprehensive fund-raising effort and significant budgetary allocation to the North to make the commitment worthwhile.
 
The time has come for development needs of the North to be defined broadly and to resolve to find a lasting solution to the perennial problems of such a significant part of our country. We, and government must, together, quickly find the resources for long-term development and investment purposes for the North and to free-up as a matter of urgency whatever help is necessary to bring up the North to par. We call upon key stakeholders to be convened by the Government to determine the priorities and develop the strategies necessary for the development of the North. It is our prayer and hope that the words and spirit in the budget would be backed by action and that the Fund will be used judiciously for the betterment of mother Ghana.
 
It is our pleasant understanding that the Government of Ghana and our Development Partners are considering coming up with a comprehensive programme, a “Marshall plan” so to speak, for the reconstruction and development of the three northern regions in the realm of Housing, Industry, Agriculture, dams for dry season farming, Education, Health, Roads, River and Transport to mention but a few. We on our part are prepared to be involved in finding a more lasting solution for the general development of the three regions.
 
We would like to express our appreciation to the Government of Ghana, Development Partners, Diplomatic Missions, NGO’s, Religious Bodies, Traditional Rulers, the Private/Business Sectors and individuals who in one way or the other have come to the aid of the victims of the floods. As you are aware the flood victims would need support for a long time to come.
